It can be done both ways
But the standard method is to draft it without sewing allowance

I always add my sewing allowance on my pattern, cause adding it on cloth is another stress and I may forget to add the allowance, it give me perfect and accurate sewing allowance as compare to eyeballing sewing allowance on fabric 😅
