The best statsticks in the game are Magistar Incarnon (the regular version, not Sancti Magistar) and Ceramic Dagger Incarnon. Their final evolutions give you base crit chance and crit damage which is shared by your pseudo exalted melee abilities allowing you to crit with them and apply crit mods even if by default the ability may have 0% crit chance. Before these 2 incarnons the best statsticks were the least popular Zaws because you could easily get a really good riven for them. As for why this tactic is allowed? That's easy. It takes too much effort. Also, you can just use your 1 instead of splinter storm. And you can use Shade or a kubrou with invisibility to always remain invisible while you play cause using abilities doesnt disrupt invisibility.
Gara is more of a brain-dead khora, im a gara die hard with 1mil kills. You can go a simple and decent budget build with her or turn your entire setup into her stat stick for her.

As in its added to the exhualted CC BEFORE mods. Also gun and blade, lets you build combo via primary (i like the kuva tonkor with gara). I have corrupt charge and convert lethality on my ceramic dagger. So i can reach x9 combo, making blood rush viable. (With gun and blade maxed out and inital combo perk on incarnon) I also rum a combat discipline set up with norich for viral debuffing, with her damage vulnerability, roar is probably just as effective, but i like the funny norish synergy. (Also i ghad to put a hp regen shard on her, i was getting too many kills with this build, i kept killing myself)
Gara's damage stacking is atrociously bad. It takes forever to stack up and all you have to do is make one mistake or rng nullifier jumps on your head and its all gone, half an hour of work gone. They need to rework gara at some point to make her damage more accessible to everyone instead of try hards spamming powers in one spot for half an hour. Just my opinion. I NEVER use gara for damage, ever. She is a worse frost for defense but with DR instead of overguard which can come in handy sometimes.
Nullifiers are meanies. And I don't wanna talk about violence. But they ruin all warframes, not just gara. Nullifiers can find my gyre and valkyrs 'off button' and it no fun :(

Oh my God.... 67% duration. You can do the same build with 179% duration and 254% strenght.
Why is it allowed to exist? Because what it takes to build Gara into those kind of damages.

I can reach 2.5 million of damage in less than a minute. that doesnt scream overpowered but it melts.
