I'm pretty sure you can use a paint touch-up pen to treat the scratch on your wheel (which you can get from Tesla themselves) and then use a polishing compound and a cloth to try and buff out that scratch on your wheel if it still needs more work. If you do try this, make sure to do use the pen first before polishing or waxing. I don't have the most knowledge on Tesla cars, so I'd probably just ask your local mechanic or call Tesla on what you should do for it if you wanna fix that. But that's my recommendation.

The car actually has alloy Wheels. The hubcaps are for aerodynamics (way better range). You can fix the rims they sell a kit to fix them or you can take them to get repaired it's not that expensive

I don't think it's safe to drive around with that damage on the front tire. Change your tire while your mileage is still low.
