Don't jump to conclusions I have many friends in bolivia that say this could've been staged as there is a fallout between arce and evo even though they belong to the same political party, as well as the head of the military is also aligned to the same group. So nobody knew where this came from, and what was its purpose.

Meanwhile, the armored vehicle crashes into a gate of the building, but instead of entering, the soldiers stay outside waiting. Later, the president, from within the same building, appoints the new commanders of the armed forces, who, fortunately, were all in the building. The supreme commander then orders the insurgent troops to withdraw, and they, of course... leave. End of the coup. It was actually embarrassing. Yes, there was incompetence, but on the part of the government, which couldn't organize a false flag operation as God intended.

Possibility 2: Coup units take over the capital and arrest the incumbent leader. They wave their guns around and everyone obeys. To me this is the weird one. Coup plotters almost never have military units take control of the countryside since they rarely control the whole military and taking over the capital took every soldier at their disposal. So while it makes sense bureaucrat in the capital will obey the guys with guns, if you're some bureaucrat in the boonies, when you hear guys with guns took over the capital, why would you obey the far away force? If I were them, I'd just think I was out of a job instead of thinking "oh... guess that's the new boss." Possibility 3: Neither side back down.
