I think what they're doing is doing something new and changeable in a new layer, then when they're certain it looks fine, it merge or transfer down (at least at the start). *Wheeze* I can't read Japanese yet so I'm guessing the workflow for now. Lots of color blocking then the detailing. It seems they're handling lighting and shadow at the same time so it's likely they already had a good plan prior where to block them in prior to starting this piece. They've got a really good grasp on where they want their values to be as well. The majority of it is polishing as they add more detail
