I'm not Scump but I'll def try and give you an answer. It really depends. If you are in a lot of 1v1 gun fights and are constantly getting shot at as well, use it, you'll flinch less and win more. If you are always behind your opponents or never really taking shots, then don't use it. It goes both ways, up to you!

Not really. If you'd use this kind of gun in a domination match on Standoff or something then it would be a bad gun choice but in Hardpoint most gunfights take place in the actual Hardpoint which are mostly from close distance, and the Skorpion destroys in close distance gunfights.
