Theory that might be far fetched: Spoilers ahead
So, basically since hope threw herself into malivore no one remembers her. That means that there's technically no Ms. Mystic falls for that year, at least no one will remember it. So, if hope basically "never existed" then would anyone remember josie tripping and falling? If not then penelope wouldn't remember the clear reason why she left or it would seem like it's missing something. That may be the reason she comes back, because so many events happened in not just hers, but in everyone's lives that wouldn't make sense with what they do remember. I think all the main characters will catch on to the fact that none of what they remember about that school year will make any sense. Hope will create one giant plot hole.

But josie did a spell that bought back the memories of all ryt ,like she'll go to New Orleans to meet freya and then come back do the spell to bring all the memories of everyone....by doing that only landon and everyone got their memories back and thn Alyssa also got her memory back and so she sends the Saltzmans to the prison world.....so as everyone got their memories back Penelope might have gotten it back too...but i still want her to come back 😭😭
