The findings of the 1977 Carter Committee Report led to the renaming of Post Office Telecommunications as British Telecom in 1980, although it remained part of the Post Office. It was this (and other) overall changes during the 1979 transition that lead to the closure of the network. The GPO knew they didn't want the network once BT fully came into operation.
