Nothing in the Torah related the 8th day to Simchat Torah. It is Atseret baiyom Hash'shmini. Atseret comes from 'atsar' meaning to hold back, to detain. God is holding back, detaining the sons of Israel for one more day, no mention of fasting, rejoicing, any observance besides the offerings, just to rest in Him, beyond Sukkot. It's prophetic of the Israel beyond the Millennial kingdom. A bit like Rosh hashana and Yom Teruah.
