Changed mine out today, small spring on the original one was tweaked. Worthwhile 5 minute job! I have a black bugeye sedan in the CNJ area. Good to see more of them around.
I have an 03 Legacy with the same problem. latch mechanism is very similar by the looks of this video so I'm gonna try this. (edit: yes, already tried degreasing and re-lubricating it, no dice) OEM parts for 03s are so pricey though, a hood latch shouldn't be $85 ;_;
I don't think I paid anywhere near $85. Look around. I may have purchased mine from eBay. Sure lots of junk is on eBay, but with the right part numbers and checking feedback ratings, you should find the right part and it will be pretty affordable.
ATT. Impreza owners. All you have to do, is.. Lubricate it .Either with WD-40 or Liquid Wrench. Problem fixed. Its a common problem with the impreza. Theres usually warning signs, it doesnt happen overnight. keep your Impreza latches lubricated.
ATT Internet: I tried lubricating it. It didn't work. The latch itself gets worn out and lost its ability to hold onto the hood. New parts work too. Don't be cheap with your baby. Give her a nice new hood latch, otherwise she'll just latch onto the hood if you know what I mean.

don't use wd-40 or liquid wrench, use dry lube or silicone. wd-40 basically turns into chewing gum after a while.
