I suggest you do both. Apply to schools that does not recommend that you find a supervisor first and apply to those that make that a requirement. For this particular scholarship you have to find a supervisor
Do you mean application fee? If yes, then I agree , you may have to fund whatever process you have to do before the scholarship. But for the scholarship it is fully funded and of course if you don't get a scholarship you have to pay that's why I brought the scholarship to you. Aim for that and apply. Hope this helps. 😊

Mostly official transcript is recommended but it doesn’t necessarily have to be directly from your school to them. You can however ask the school too
