I qualified UGC NET in OBC
I had valid OBC NCL certificate when I qualified
But in future if I could not submit OBC certificate (if income level increased)
Is my NET certificate invalid?

Yes. That you need to submit in your university when you take admission. Unless you submit you would not get the stipend.
