It may get that low in some cases but it is extremely rare. Also, his backstory involves a whole lot of drug dealing and other criminal activities. If you loosely inferring that you need to break the law and risk your freedom to move up in the world or simply escape poverty, you're highlighting the problem that people are upset about.
