"Cooldown is affected by missing health", is this flat division and not a percentage based thing? Or is it just easier to hover around 5% when 5% is 500 HP?

one weapon build with pako batilliar is broken. ideally you want to only do retaliatory damage with divine bloodline, because the retaliation has to be the thing that kills the target.
