Transfers fees are not decided like that. It is decided based on many factors such as length of contracting remaining, how badly the selling club needs to sell, how badly the buying club needs to buy, how badly the player wants to move/stay. If a club really really wants a player in a particular position and the club they are buying from is not desperate for money + the player has many years left on his contract, the price will be very high -- often intentionally so that other clubs are warded off.
