That is the Centerdeck Operator, and his/her job is to communicate directly with the Charging Panel Operator (below decks) as well as several others in the launch system. He feeds them info such as aircraft type, weight, and other required parameters as supplied to him by crew members on the deck. Every aircraft is different in its weight and configuration so the cat needs to be set precisely for that individual aircraft. The person who actually depresses the actual button that opens the valves to blast the bird is either on the edge of the deck (Deck Edge Operator) or in the center of the catapults in the bubble (pops out from the flight deck during flight ops. it can also be done from other locations in dire situations.

I find deck operations very interesting due to the fact that all the operations must be nonverbal, for obvious reasons. At night wands are used (flashlights with color coded cones) in a similar but different manner, and even more caution is required. There can be only a slight variation in how one gives the signals, meaning you can't give it some "personal style"... has to be clear and understandable... except for the Shooters! Those knuckleheads dance and do acrobatics. We would have been locked up, but they get on RUclips vids! haha
ABH is Handler (yellow shirt), ABE is Equipment (green shirt) but the Shooter is an officer and wears the Yellow shirt because he is the final step in the sequence that all the colors are working towards (a safe launch) and he takes his last cue from the Enlisted Yellow shirt who's sole job is to make sure no one is F'ng up and all is ready for a safe launch... then you see him "hand off the aircraft" to the shooter.

When he's pointing he's checking with the rest of the flight crew to make sure it's good to launch. The deck crew makes sure that the aircraft is in proper position on the catapult, and that all alerons are working properly. The pilot activates all of them prior to launch to ensure they work. ( Tail surfaces.) When the shooter sees the thumbs up from all deck crew, he launches the aircraft.
