The right phrase is RPM. The rotor spools at the same RPM but with differential lift. Why? Newton first law. It is intended in that way so that the resultant thrust can rotate the helicopter at its own axis quickly. Either up, left, right, forward, or backward. By saying quickly, of course, this rotation motion can be achieved with angular momentum but it has a slower response.
