Frank Sinatra made some gigantic interpretations of songs that had been interpreted by other artists before. But he gave something different to the music. That is why we don't think that we should talk about "covers" but "interpretations" instead. Listening to a different version of a famous song gives the song a new flavor, a new dimension.
