I mean I look at all these different characters, mysteries and storylines he has to balance and make it all make sense and I just don’t know how he does it. He’s spent so much time building things up and now it feels like we’re finally getting a lot of answers. I think there might be something about either the room or Imu's presence that negates haki. It would explain no one's observation haki noticing Sabo, and also Sabo getting hit. It would also be a nice counter to the Haki power creep we've been getting in recent years.
I think unfortunately it might just be a plot hole. Also the most powerful people in the series not noticing Wapol watching them is just bruh. Him getting away makes me wonder how they’ve managed to hide Imu for 800 years.

My theory is one of two options: The Elders are those who have been chosen to be Imu's "conduits" of power should they have to go around the world and uses them as a public face to rule the world, and when one dies they are replaced. Evidenced by them having conversations with each other and showing individuality. Second, they each have identical or very similar fruits that were/are created directly by Imu because he/she/it/they have knowledge of how to create them from scratch or auto reincarnate.

I was thinking something similar, though not to the extent you did, lol. I initially wondered about the Gorosei and Imu’s Devil Fruits, as they all do appear to be very similar. It could just be the silhouettes, though, making them all look the same. Could be that we see what they’re really supposed to look like when Saturn turns up on Egghead.

I really think dragon was part of the gorosei at some point or high ranking admiral that somehow stumble on "Imu" it kinda makes sense that for some reason he is the "most dangerous man criminal" but no one actually knew what he did that made him that status. Just like how they are going to hunt Sabo in the future.
It makes sense that we didn't get to see much of Dragon and his ambitions/goals because they relate to Imu, who we are just now getting to know.
The will of D is the will of god, which is will/spirit of rebellion against the false god of the world. The real god was joyboy, who sat at the top of the world where Imu and her demons now sit. His true name likely started with a D also.
Skypiea tells us exactly what the will of D is, with Gan Fall. Gan Fall was a shadow of Joyboy. Gan Fall was the god of Skypiea (that always mystified me why he was called a god), who had his kingdom invaded by the devil, Enel and his demons who overthrew the real god, Gan. Gan was cast down and had to live in "darkness" while conducting guerrilla like attacks.
Gan means "face" or "expression." So, he was the face or expression of the fall or fallen. He was the smile that turned upside down, the joy that turned to sorrow. The smile smile fruit was also a perfect illustration of this along with the people of Skypiea, laughter hiding sorrow and at times, terror. Gan also reflected the sadness within Skypiea. Joyboy masked his sorrow with laughter and hope.
The original fallen was Joyboy, so Gan was the expression of him, who lived earth, whereas Gan lived up in the sky. The heavens reflects the struggles of the earth.
Gan's rebellion and desire to overthrow Enel was the will and desire of god, Oda does a reversal type inversion where instead of the will of G, the D is first. Also, this could be because the D's are seen like mad dogs on the earth. There's a lot he could be playing with here.
Gan was the pirate of Skypiea and showed us the true spirit of what a pirate was in the ancient kingdom. Joyboy was the first pirate, and his righteous rebellion is the blueprint for what Luffy's actions are as a pirate. It is the spirit of freedom and liberation. This was Joyboy after he chose to rebel instead of submitting to Imu, the false god.
Imu likely killed and then shape shifted and impersonated one of the kings before seducing the rest with the promise of greater power.... to become like god, maybe. She's likely from another planet or the moon.
In either case, the will of D, the will of god, the unquenchable fire of rebellion would endure because people would always desire freedom. That will could not and would not die until l this desire for freedom manifests, and the rightful king sits on the throne or destroys it for the sake of a greater vision for the world, and so history doesn't repeat.
Blackbeard has the will of D because he is also rebelling against the wg and its system. Albeit, his will is not the same as the true D because he can only replace darkness with a darkness of his own. There's no true liberation with him. He's a false D, with a false liberation. One that comes from the bottom of darkness.
The D's don't fear death because their will will always find a new vessel and live on. So, in a way, they never die. "Dreams never die!" This was likely spoken by the Blackbeard personality who is the D, and is willing to die in the pursuit of his dreams.
And yes, anyone who has the spirit or mindset to unapologetically rebel against the god of the world has the spirit or will of D. This is why Sabo was anointed with it by Ace. He was a rebel to begin with, though Ace wasn't aware of Sabo's true nature back then.
There was an original group who sided with Joyboy, and those are the progenitors of the D clan. They were called the Akatsuki, meaning pirates of the Dawn. The Dawn being the morning sun that would end the darkness of night. Joyboy was the Dawn, the sun, hence the title, "the sun god." The will of the Dawn is the will of the son god.

If the existence of Gorosei and Imu are not so secretive Sabo might dethrone Dragon as The Most Wanted in The World. Mans probably the first ever in 800 YEARS to not only witness but also attack the Gorosei and Imu , leave , and survive to tell the tale. He's becoming one of my favorite character , as we approach the final saga I expect more coming from him. There's no way Zunesha can be Lili, because Zunesha's legs are always submerged in the sea. If Lili was Zunesha (through a DF) she would never be able to retain her Zoan form.

SaDbo is close to Sad Boy. Which is the opposite of Joy Boy. Considering the hat in the freezer convinced Imu was Joy Boy and being saved by the Opi Opi cost him the Nika Fruit. Turnining him from a Joy Boy to a Sad Boy and from a Dream into a Nightmare.

What is mind boggling is that Imu was one of the 20 kings meaning he is already alive 800 years. In other words he had the immortality surgery.
he could just be using the name as a moniker the same way his enemies do with the D moniker.
I think they had guns on them because this was happening around the same time revolutionary army was attacking so they were already on guard.
This chapter is so stacked that no one's really highlighting the fact that the straw hat grand fleet is now held responsible for the attempted assassination of a celestial dragon. So pretty much this might be the incident the narrator was talking about at the end of dressrosa.
There were only two of the fleet. I think he said the whole fleet would be involved in the incident in question

the poneglyphs were more of an antient library than a last minute fail save protocol. so they were all in one place 800 years ago.
the 20 kingdoms wanted to earse some knowledge n maybe just the names of these 20 bloodlines. so they gave lili the task to deal with them.
lili at the time had the task to destroy the library, so she atked it, broke the floor into many clusters n those either got shot around the globe by sheer force or she was in control over the continent pullers n ordered them to spread out the pieces to become the islands we know today.
bear in mind imu cant tell wether it was an exident or planed. so the result somehow has to cover for both.
i mean imu n the gorusei might have considered the job well done at the time, only over the years with roger, fishertiger n maybe other pirates prior to him, it became obvious that spreading them was a mistake.

The creation of the poneglyphs happened during Lili’s Era. So there’s likely a relationship between the nefertari and kozuki families. She probably narrated the truth of the void century war to a kozuki. After figuring out what Imu had planned. But it also begs the question who was joy boy during this Era.
What is sure is that Lili didn’t work alone. It was likely her, a kozuki, a fishman and another D are involved in the setting up of the one piece.

My Theory about Imu:
Imu is a dragon. We've never seen a natural dragon in the entire story. Only heard stories and seen Vegapunks attempts of recreating them. In this chapter when Sabo attacks Imu, they transform into a creature with large fangs that eats Sabo's flame. Could be a devil fruit, but I don't think so. In some mythologies dragons can take on a human form, main example I could think of being Slavic mythology. We see this in other fiction too, prime example for me as a FEtuber is of course the Manakete in Fire Emblem. But I found a possible in-world hint as well. You know how Imus eyes have a ring in them? There's one other character in One Piece that does as well, Dracule Mihawk. Clearly a reference to Dracula with his name, which lived in Romania. In Romanian, Dracul means "the devil", but it comes from the Latin dracō, and we know that means dragon. And where is Romania? In eastern Europe, where dragons are said to be able to shapeshift into humans. So my theory is that Imu is the last existing dragon, based on how their silhouette looked in the recent chapter and connection to Mihawk through the similar eyes. (I think Mihawk has some dragon ancestry, but isn't an actual dragon. But that isn't relevant for this!) And because of the connection between the Devil and dragons in European myths, I don't think it's a devil fruit ability, because dragons are natural devils! And what would be a more fitting final boss than the Devil (Dragon) that rules the world?

Of course they are not dead but that's a W for him and he literally did one of the most biggest ''crime'' on the world government. It make the coming conflict more personal for the world government and I hope the Holy Knights come with vengeance.
I think Imu is probably the first one that went through the eternal life surgery thing of the Op Op fruit from that surgeon that X Barrel mentioned, I think that's how it all started, but I think Imu maybe the former king of a kingdom we did not know exist and I'm not talking about the ancient Kingdom, I think a kingdom used to exist where the Florian triangle is, heck I want to be surprised at the Florian triangle used to be God valley, because I think Imu maybe from the same race as those creatures we saw there, not only that but when you showed that panel it looks like Imu ate Sabo's fire fist, showing we finally know how they beat the Lunarians.
PS oh I almost forgot the reason why they had weapons on them at all was because of Shanks, I mean come on you don't have an audience with the one of the four emperors and not be armed.
The shadows at the end of Thriller Bark are just a homage to horror tropes, that whole arc was essentially horror parody. 99.9% sure we will never hear or see anything on them again, but I would love to be wrong that would be cool if they are something

I feel like everyone is jumping to the conclusion that Imu personally killed Cobra. Just like Sabo at Lilusia, pay attention to the direction of things. Cobra got killed from his left. Saturn looks like a Pokémon, specifically Mantine, a manta ray, with a stinger of a tail. Saturn killing Cobra will come out at egghead and enrage Luffy causing the egghead event where Luffy beats Saturn. Saturn’s form is the most clear, also because we will see it soonest.

I think it will take the combined power of light and darkness to beat Imu. Meaning it will take Teach and Luffy teaming up to beat Imu. That's why Imu had both their pictures. They will use Ancient weapons in the battle. Luffy and Teach are the Yen & Yang. The D’s must unite!

Easy to do some nasty things, or just live peacefully, if there’s someone else doing the busywork and being the face to take the blame. Imu probably can’t be bothered to do all the mundane work after 900years so has underlinings do it for him. And whenever something comes around, like a revolution, he’s further away from the spotlight.
