If they help with anything they help reduce echo within the room by removing flat surface (the more sound bounces the weaker it gets each time, more surface area, more bounce) but the sound will still pass through his walls. This is known as sound absorption. Sound proofing, which is done the same way you'd keep water in a fish tank, needs to have thick walls with either some absorption material in between the layers or just simple a layer of air. In the case of drums, having it sit in a "floating stage" would also help eliminate many of the sound vibrations, particularly from the bass, from further vibrating through the room/house.
