Hello from Peru. They want to have a plot of land with the same ( or higher ) level than the road. That is for prevention during strong rainy season. That is not 100% sand. It is a mixture of sand + earth = tierra franco arenosa. Anyway that method it not used in Peru because is very costly, better to pile up big stones as a foundation what is cheaper . Probably they do not have big stones over there, but here in Peru is abundant.
