If you take a moment to think about the video you'll realize that all he does the whole day is just driving around the city which is basically a small circle and nothing else. On better days you don't even get to step on the gas how much traffic there is. And it can be really ridiculous sometimes. So if that is his daily occupation there it is kinda rather sad.
On the other side who has been to Monaco knows that once you have spent a day there then you ain't got much left to do the next day. Unless you are a millionaire and wanna do millionaire stuff like playing at casinos, walk around the city to "be seen" and other really unenjoyable things to waste time and money.
