Yes, that's typically how they advertise their prices. You have the base price, and a yellow sticker lists the discount amount. The discount is then applied at the register.

I picked up a couple of NG Pocket color handhelds this year. I paid ¥5,500 and ¥5,600 for each. One was sold as junk due to battery corrosion. The other included the box, but was missing the battery door. On average you can expect to pay around ¥10,000 for a working unit. With the box that price will increase a bit.
