The beads are from Mardi Graw. They are thrown from floats. Mardi Graw. is very big in Louisiana.
Those beads from the start of the video were probably from Mardi Gras because of the large amount of french culture in Luisiana.

In Louisiana they use Parish instead of counties and each Parish is divided into Wards. this should explain the green sign you found.
