States do not have the authority to impose Section 3 of the 14th Amendment on a President or Vice President. The only place it can be dealt with is Congress. Because it has never happened before in the History of this Country, there are zero laws regarding how to apply it. A Simple Majority in both :Houses of Congress" or a 2/3rds Super Majority in both Houses of Congress?
