Yep - I typically start with engagement. You then will need to select the ad type (video or image) dependant on the UGC content you want to promote - there isn't a 'Thought Leadership Ad' format option
I ran an unsuccessful campaign a while back (bad copy) I went to set up a new campaign. With the manual cpc bid it recommends an absurdly high price 10-25. On my unsuccessful campaign I was paying 7 per click. I think I’ll start very low and work my way up until the ads start to show. Is that what you’d recommend?

What is the ideal target audience size?
Depends on the size of your audience! I try to keep it less than 50K as a cold audience
