She progressed so quickly because she was in the TOPs program, which accelerates young gymnasts with obvious talent in the higher levels faster. At least I think, anyway. But then Annie LeBlanc also moved up quickly and wasn’t in TOPs.

No, that was old level for and 3. Back then level 4 was 3, level 5 was 4, etc
