Sir this happened because meri bhi kaafi time se emails exchange ho rhe the ICMR-HRD k saath kyuki pehle sirf 2022 tk ke pass out students ko hi allow kiya ja rha tha form fill krne k liye... kafi clarifications k baad ab finally unhone allow kr diya h 2012 se 2024 pass out students ko bhi... form fill krne ki window b close ho gyi thi... but ab wo dubara kholi gyi hai kafi request k baad... I have all the emails happened between me and icmrhrd. 26th June se lekr 13th July mere emails exachange hue hai and I am very grateful to them ki unhone mere (aur mere jaise aur students ke) is issue ko consider kiya aur dates extend kri...

So it's a good news! But don't waste this time, utilise it with revising those topics which you haven't covered properly and make proper short notes. And it should be needed because so many candidates are not eligible for this exam but they are aspiring for it.
