It's not abandoned. You came during the weekend. That building is an ambulatory care center/clinic that's open on weekdays. The building is not a hospital. If you came during the week wearing a mask, you should have no problems entering, although you need to respect patient privacy by not taking pictures of people waiting for their appointments. I do know this place. Nothing mysterious about it.
You can actually see the walkway better from the other side of building 200 because you're not getting the glare of the sun on that day. Plus the building is only open Monday through Friday; tourists always show up here on the weekend.
