Everyone says Pikachu or Team Rocket were involved with the strobe effects. But in reality, it's the animators who were at fault for animating something like that in the first place.
Ironically a funny fact by the time this episode would have aired though due to being banned was also around the same time Gundam Wing premiered it's 1st episode and surprise surprise it had the exact same effect right from the get go on Cartoon Network I may add... the red and blue strobing I mean is seen when Heero picked up a craft holding OZ suits onboard!

I've seen the full episode. The infamous red-and-blue paka-paka flashing shot actually hurt my eyes a little.
I feel bad for the voice actors constantly getting asked at conventions if this episode was dubbed or not

There's not a thing that exist that can kill humans in Pokemon, I mean these guys just blew up and only have a few scratches.
