I am trying to decide if I want to make a rereads goal or a "spend more time reading" goal. I sometimes feel like I go too fast through books..perhaps quality time over quantity read this year?

Quality over quantity is a great goal! Sometimes, it's nice to spend more time immersed in a book, rather than just flying through and then immediately moving on to the next thing.

I'm going to assume you are asking this with sincerity, and not snark. I have 3 adult children, a teenager, and a husband who contributes to housework. That's it. That's why I have time to run a business, read over 100 books a year and maintain a youtube channel. My kids are grown, we all live here, and we all contribute.
