I take a card (an old plastic key card from a hotel) and line it up with my lower lash line and gently press it into my skin which leaves a very temporary dent that I use as my guide.
There are many different types of liquid eyeliners, but if you're asking about what I think you are asking (the ones with a brush) try using a separate brush (one that is shorter)
Luckily not a bit. I'd say you just need to practice more, and you'll eventually be able to have stable hands... unless you have a medical condition that prevents that.
While it maybe a lot of work, you can probably try applying masking tape, around the area you want to draw, and when you remove it, it'll give you crisp lines
