tldr;
power + vol down + 30 sec = turn off
power + vol up + 30 sec = turn on (factory options)
choose wipe data

It didn't work for me either. Here's what I did:
Make sure the USB cable is newly connected before you do this (disconnect and reconnect). Press and hold volume up + volume down + power buttons all at the same time. Here's the trick: Just when the screen turns black (before Samsung appears, just when it turns off), you took your finger from power button, but keep pressing volume up and down buttons. A blue screen should appear where it says 'Custom OS' etc. You press volume up and it will say 'Downloading.' Then you press volume up + down + power button again and a black screen with charging will appear. After this, you press volume up + power and then reboot options will appear.

Doesn't work. Google recognizes that the phone was reset and bans the phone from being used unless you can enter the original information. Huge waste of time.

It didn't work for me in this way but I have done it other way. First I have entered phone in download mode then forced turn off by pressing vol down + power, as soon as phone turned off, I left both keys and it started charging. Rest is in video.

No need for all those steps, just restart phone as you would normally, as soon screen goes blank press Volume Up and Power at the sametime, the phone will automatically go to reset screen.!
