Ghostly International (his record label) is owned by a famous electronic artist named Matthew Dear, and the label used to provide the music for the Adult Swim interludes. I know someone who was signed to the label and had his music featured on Adult Swim. Doja just liked the song and decided to rap over it. That's the main reason this song never got released. She would have had to get the rights to use the song. I don't think she ever intended this song to be released, which is probably part of the reason for the sound quality on the vocals.

i used to listen to this a lot a couple of years ago, but basically the song is around 10 years old and she made it in a very dark time. iirc she was going through a lot and ended up in a break up which made everything worse because he was the one she relied on, and according to the lyrics she would try and depend on those around her but lead nowhere, thus leading to her using drugs
