Closest I can describe is a mix between 80:s New Wave (Alphaville, Eurythmics, Human League) and Power Metal (with a metric ton of references to various Manga, first albums where based on Berserk, this is Armitage lll). No band sound exactly like them, but if you like the mix of electro and metal, check out Amaranthe. Got friends who usually hate metal but love Synthpop to really dig both this band and them.

One of the Best Songs in my Opinion from Beast in Black are True Believer, Blind and Frozen,Die by the Blade,Oceandeep etc etc etc and from Amaranthe Archangel,Fearless,Helix,Strong etc etc etc xD
The song is about anime called armitage III poly matrix and killing of the robots is about an illegal type of robot called thirds and they are almost human and someome is kiillimg thrm as thet are able to give birth, meaning theast gap between himas and robits is effectively gone and all but one or two are frmale for that reason
