Usually when these coaches back out of station there is a safety attendant (usually the one that loads the bags on to the coach) that is responsible for backing the coach out of the space
A tractor or a vehicle traveling 15 or more below the speed limit is allowed to be passed on a double yellow here in pa if there's enough visibility in front of you. Depends on the state though.
