Everyone has a camera on them these days so you take a photo of them and use that photo to identify them. The trouble is once a person is killed then mainline steam runs maybe banned and preserved railways is all you'll have. Some people have the attitude that they can do whatever they please when out filming trains. There's footage here on YT of what happens when you get too close to filming moving trains as shown in the US when Union Pacific 844 struck a woman standing on the sleeper because she wanted to get a close up view of the loco at speed. She didn't survive the encounter. 844 instantly put her into the afterlife.
