1974 welby mantle clock

this is a 1974 welby Westminster Westminster chime mantle clock. this movements model number is 340-020. this clock runs on a floating balance wheel. in the back of the case there is a little knob on top that says silent and chime. the back of the case says Germany on the bottom. the dial says made in Germany on the bottom. the clock also came with it's original tag that says original oscillating westminister chime movement. along with the bottom of the Tag it says printed in Germany. the movement is definitely made by Franz hermle, but is slightly modified on the back to say welby division Elgin national watch co. also when I got this clock the chimes would bot work, but manually moving the air governor made it spring to life.
