Fresco painting is totally different! It is a medieval Italian wall painting technique: al fresco= on fresh, and uses pigments in POWDER form on a wet freshly prepared cemented wall or ceiling surface. This finishing technique isn't anymore used on today's construction sites, we decorate dry walls so it is "al secco"= on dry (surface). I don't get what your aim is by mixing pigment with water? Pigment mixed with water dries very fast and comes offe easily when touching the wall as there is nothing that will bind the pigments to the surface (in fresco painting it is the cement cristal that binds the pigments to it, in secco painting there is always a binding material added by the paint producers. You may mix pigment and they'll look gorgious they'll work as chalk on a board, and will be worn off soon.
