Depends on how much money you're talking about and your goals. If you're talking about lots of money and wealth management then sometimes places like Switzerland, the US, Singapore. Sometimes UAE if you do a residency permit there, sometimes HK if you want a really good credit card for reward points. I usually recommend getting a brokerage account through IB or similar. If you're dealing with small amounts of money services like transferwise are good unless you're dealing with a lot of cash.
A lot of the banks in Montenegro are foreign banks operating domestically. Depends on your needs and volumes of money but I'd rather have money in Hungary, Bulgaria, Switzerland, Georgia if you're using it for specific purposes. Etc.

Is it really just if you intend to live there for most of the year OR a side company with limited expansion? Is it because there's too much of a proposed load for Montenegrin banks to be the primary real estate company with international investments? I also saw that one may need a place to stay for a residency (not much sense if I'm in Georgia most of the time).
