Ah no I think it was confirmed that breathing styles are indeed not special powers. The elements we see are simply special effects(to appeal to us, the audience) and they do not actually produce any special powers, so as it was stated in the video, their katana move in the likeness of the breath style and can't be classified as quirks. Demons on the other hand I guess they'd be assumed as early quirk mutations
