If not you can buy the Lego parts off a Lego parts site where you can find all the parts to build it without buying every figure separately to do this. Just make sure the parts are official Lego by picking a site trusted by Lego enthusiast and Lego master builders from Legoland.

If you have fabric you can diy make the cape by sewing. If you don't want more than one layer of fabric I recommend heat sealing all edges of the cape to use one layer. This is if you have the skilla to do so like I do.
