Have you checked a channel called "Serial Experiments?" His current video "Flying over walls and breaking out of bounds (Unresolved Exploits)" explains how to enter the underlayer of EBG with Mesmer. The guy in your video was also a Mesmer from the GREEN side, so I guess, aside from the third-party hack(which is also very possible), he might be using the same technique.
