blackhat seems like a very competant and powerful villian. its just the people around him keep mucking things up around him. kinda like coyote willie, he has good plans and is very smart but hes just has the shittiest luck(that and the writters had to have him fail for comedic reasons). my theory is that he defeated his hero nemisis but got bored since he had nothing else to do, it gets boring once you reached the top, like they say its the journey not the destination.
According to Alan Ituriel, Black Hat DID suceed to take over the world, but only because no hero could beat him, so he retired out of boredom and became a weapon dealer for villains
