Two reasons why a guy with mingin nails would be a turn off -1, Because if things go well he'd be planning on touching you with those fingers / nails, and ultimately it's the personal hygiene thing that's a turn off in this instance.2, Because they're such a simple thing to take care of that if someone is unable to do so then what does it say about them and their attention to detail? Again, it's a personal hygiene thing but also a sign of laziness, if not for a better word.
