I guess from a toy perspective the dragon helmets for the Bulls make sense because there wasn't any other type of helmet at the time where you could fit horns on it. From a story perspective well the Bulls are supposed to be an outlaw/rogue faction like the Wolfpack (which is why Bull Bandits is a better name IMO) because the lore says they live in the forest surrounding Leo's castle. They're attacking the Lions because Cedric wants to claim Leo's castle as own and rule himself. Now the lore also says Cedric is the 13th son of a king from a land far away from King Leo's. When the king died Cedric's 12 older brothers all got shares of land to rule as inheritance but there was no land left for Cedric when it was his turn. So we can assume Cedric went rogue after this and formed the Bull Bandits.
