While I find this shocking too, maybe we need to adjust our thinking on punishments. We (or at least a large number of us) accept a death sentence for someone killing, say 6 people. But this lady destroyed the lives of probably thousands of people with her action and did it knowingly of the impact. Yes, its financial but it is complete selfish, without empathy and she probably had people killed along the way who got in her way. The fact that she was able to carry this out to this extent probably indicates a great deal of corruption as well, where people cleared the path for her to carry this out
