There are a few things that go into this, such as hip flexibility, your hamstrings but one of the most important things might be at the other end of the gait cycle - your knee lift, which generates the momentum and speed for the kick. The amount of kick will depend on your speed, so for mere mortals there's no need to kick quick that high during a marathon distance.

Who has this over analysis helped? I think what it does not account for is the desparation that drives African runners. These people are running to put food on the table. They are running to buy houses and farms in Kenya and Ethiopia.
