if u have ever watched alpha blocks they have used "ue" as two sound one "u" and one as "oo" please have a look and tell me what is right and what is not?
English can often be very confusing and there are many alternative spellings for many of the sounds so I imagine the BBC would not get it wrong but probably presented a different alternative spelling for the sounds.
The word 'due' is the same as the Jolly phonics sound that is pronounced /you/ - as in the word 'Tuesday '. It has a /y/ sound in it. The word 'true' uses /ue/ as a long /oo/. They are slightly different, and a little confusing I know.

As far as I know there is no rule. This does not mean there is no rule I just do not know about it. The long /oo/ sound is most common. However in a case like this which happens quite a lot in English I generally just create lots of examples and ask the kids to practice listening to the difference not memorizing spelling rules.
