Did you have to pick up your checked luggage in Taiwan or does the airline automatically transfer it to the next flight?

It depends on how long is the immigration line queue , when there are little to no other tourists , you could get to MRT in less than 30 minutes.

How much should you put on your easy card for the short layover ang going out into taipei? Dont want to put too much on it and then not use it.
taoyuan airport-Taipei city costs 150NTD one way , Taipei MRT single trip costs from 20NTD , you can buy individual ticket instead.
Are there any covid requirements?
No there isn't ,unless you show symptoms on arrival.
Do i need visa for this? Even just a layover for 6hours?
If you are leaving the airport, the requirements are same as entering the country
